What's changed
Bill and Tom are looking for new information about an old problem.

Bill had spread the papers across the bonnet of the ute.
There were a lot of them.
Tom picked up one bundle, weighed it in his hand and put it back down.
“They’ve certainly answered us.”
Bill looked over his glasses. “They’ve certainly used paper.”
The problem had started with the old header tank behind the shed. It supplied water to the troughs, but the pressure had been ordinary, the bottom paddock trough sometimes ran dry, and nobody was quite sure how much water the tank actually held.
Tom had asked three fairly simple questions.
How much water went in?
How much came out?
And could it supply all the troughs when they were being used at once?
The new response ran to 146 pages.
There was a hydraulic consultant’s report, a revised plumbing diagram, photographs of pumps, a table of pipe diameters and something called a “Representative Peak Demand Scenario”.
Tom flicked through it.
“New pump.”
“Yep,” said Bill.
“Bigger pipe to the bottom paddock.”
“Yep.”
“Consultant says the system will provide adequate supply under normal operating conditions.”
Bill nodded.
Tom looked pleased. “So they fixed it.”
“Maybe.”
Dog wandered past them carrying half a tennis ball.
Bill pointed at the papers.
“Start at the beginning. What did we ask?”
“Whether the tank could supply the troughs.”
“And what changed?”
Tom looked through the report again.
“Pump changed. Pipe changed. They’ve done new calculations.”
“New measurements?”
Tom stopped.
He went back a few pages.
“No. Looks like they used the same estimate for the tank inflow.”
“Measured?”
“Doesn’t say.”
“Tank capacity?”
Tom turned another page.
“Same number as before.”
“Measured?”
“No.”
Bill nodded. “So we’ve got a new pump, new pipes and a new model. But the two numbers feeding the model are the same old numbers.”
Tom frowned.
“That doesn’t mean it’s wrong.”
“No. Doesn’t mean it’s right either.”
Dog had abandoned the tennis ball and was now sniffing around the back of the shed.
Tom kept reading.
“Hang on. They’ve reduced the assumed number of cattle drinking at once.”
Bill smiled slightly.
“There you go.”
“So the new model works partly because they changed the demand.”
“Nothing wrong with that either, if that’s actually how many cattle we’re going to run.”
Tom looked toward the paddock.
“We’ve got more than that now.”
“Then it’s not just a modelling assumption. If they want the smaller number to make the system work, they’d better make it the actual limit.”
Tom wrote something in the margin.
Changed operating envelope.
He kept going.
“There’s also a new statement saying the tank will be maintained at not less than seventy per cent capacity.”
Bill raised an eyebrow.
“By what?”
Tom searched.
“Doesn’t say.”
“Measured how?”
“Doesn’t say.”
“Filled from where?”
Tom searched again.
“Still doesn’t say.”
Bill leaned against the ute.
“That’s the trick with these things. You don’t ask whether the new report sounds impressive. You ask what actually changed underneath it.”
Tom started making a list.
“New pump — real design change.”
“Yep.”
“New pipe — real design change.”
“Yep.”
“New hydraulic model.”
“Yep.”
“Using mostly old inputs.”
“Looks that way.”
“Reduced cattle demand.”
“Changed assumption. Might also be a changed operating limit, if they actually commit to it.”
“New seventy-per-cent statement.”
“Assertion, unless they tell us how it happens.”
Tom nodded.
“That makes it a lot easier.”
Behind them came a faint splashing sound.
Neither man paid much attention.
Tom turned another page.
“Consultant concludes there is no material risk of supply failure.”
Bill looked at him.
“Anything new underneath that conclusion?”
Tom checked.
“No.”
“Then that’s a new conclusion. Not necessarily new evidence.”
The splashing continued.
Tom finally looked around.
Dog was lying happily in a muddy puddle behind the tank.
There hadn’t been a puddle there that morning.
Bill walked over.
A thin stream of water was running down the outside of the tank, disappearing behind a sheet of corrugated iron and collecting in the dirt where Dog had found it.
Tom stared at it.
“Is that new?”
Bill crouched down and looked behind the iron.
“Nope.”
The bottom seam was rusted through.
Someone had recently painted the visible side of the tank.
Tom looked back at the 146 pages on the ute.
“They didn’t mention the leak.”
“No.”
“Does the new pump fix the leak?”
“No.”
“Does the bigger pipe?”
“No.”
“The model?”
Bill stood up.
“The model assumes the water stays in the tank.”
Dog rolled onto his back in the mud.
Tom sighed.
“So after all that, the original question still isn’t answered.”
“Part of it is. We know a bit more about pumps and pipes.”
Bill looked at Dog.
“But apparently the technical review department has identified a consequential issue.”
Dog sneezed.
Bill went back to the ute and picked up Tom’s pencil.
Underneath the list he wrote:
New information does not automatically mean the old problem has gone away.
Then, after looking at the muddy dog, he added:
And sometimes the important bit isn’t in the report.
What Tom Learned
A big response is not necessarily a big change.
When new reports arrive, Tom learned to stop counting pages and start comparing the old proposal with the new one. What is genuinely new? Is there new data, a changed design or a tighter operating limit? Or is it the same information run through another model, explained in more detail, or supported by a new opinion?
Most importantly, an answer is not the same thing as a resolution. A response can address a question without fixing the problem that caused the question in the first place.
And changes have consequences. Fixing one assumption may create another question somewhere else.
So Tom's new rule is fairly simple:
What changed? What evidence changed with it? And does it actually fix the problem?
Dog's rule remains simpler.
